A New Standard for Safety-Critical Workforce Delivery: SRE Goes Live

In a significant milestone for the UK’s rail infrastructure sector, the Southern Renewals Enterprise’s (SRE) Safety Critical and Contingent Labour (SCCL) framework officially moved from implementation into live delivery on 1 April 2026.

After an extensive period of planning, collaboration and mobilisation, the SCCL framework is now fully operational, introducing a more consistent, transparent and compliance-driven approach to managing safety-critical roles across the Southern region.

This is more than just a framework going live. It represents a shift in how the industry approaches workforce assurance in roles where safety, competence and reliability are paramount.

Raising the Bar for Safety-Critical Roles

The SRE’s SCCL framework has been designed specifically to address the complexities and risks associated with safety-critical positions. Unlike traditional labour supply models, this approach brings greater standardisation to vetting, onboarding and compliance, ensuring that individuals operating in high-risk environments meet clearly defined and consistently applied standards.

By moving away from fragmented approaches to workforce supply, the framework creates a more unified system that benefits clients, suppliers and, ultimately, the safety of the railway.

Collaboration at the Core

A key strength of the SRE model is its emphasis on collaboration across the supply chain, which SRE describes as its “Ecosystem”. Successful delivery relies not only on robust processes, but on strong working relationships between framework partners, delivery teams and infrastructure stakeholders.
