How infrastructure workforce partnerships drive successful project delivery: The ASSURE programme

Why talent pools are crucial during summer

Delivering workforce solutions in infrastructure environments often presents several challenges, including managing multiple stakeholders, observing stringent regulations and working to tight operational deadlines. Maintaining strong and effective client relationships requires clear communication, strong partnerships and a commitment to continuous improvement, rather than simply delivering on obligations.

At MSS Infrastructure (MSSI), we have developed a specific programme that defines how we work with individual stakeholder groups. Our ASSURE programme for client partnerships, which is rooted in our company values and supported by robust account management processes, is shaped by trust, accountability and a shared purpose of achieving the right outcomes. It's these solid foundations that underpin ASSURE.

What is the ASSURE programme?

We believe it’s important to have a framework for structuring how we engage with clients to create productive and collaborative long-lasting relationships. Our ASSURE programme provides that framework, covering onboarding and delivery, performance and feedback, communication and escalation, and innovation and improvement. While these are the deliverables, the purpose of ASSURE is to provide consistency, transparency and accountability around how services are managed and improved in line with our values.

Built on values and accountability

Our approach to client engagement has been fundamentally shaped by our family-owned company values. Founded by the McGinley family, we have been guided for generations by the core values of integrity, safety, endeavour, respect, inclusion and continuous improvement, all of which influence the way we work every day. These values ensure that we deliver on commitments, communicate openly, prioritise wellbeing of our workers and clients, seek opportunities to learn and improve, and always lead with respect.

Collaborative infrastructure workforce partnerships

Every client we work with is supported by a dedicated accountant management team who act as a central point of contact to ensure consistency throughout the contract. Our recruitment consultants are also assigned to specific hiring managers, creating direct lines of communication and providing alignment. This structure means responsibilities are defined early on, which supports effective and timely decision-making and ongoing improvements. This clear ownership delivers our clients an experience that is consistent from start to finish and can also be customised for individual requirements.

Performance, compliance and continuous improvement

Transparency is incredibly important in outlining performance and tracking KPIs via service reviews and feedback loops. These measures also reinforce our commitment to continuous improvement and innovation which are central to project delivery. We have an ongoing commitment to regulatory compliance and the health and safety of our people, which is non-negotiable and embedded into the framework of the ASSURE programme.

A flexible, collaborative partnership

While we are clear on areas that are non-negotiable, such as safety and compliance, the benefits of ASSURE include its adaptability to individual client systems and processes. We can provide bespoke service models such as enhanced safety and customer reporting, and workflows that align with client needs, alongside additional structural flexibility.

This approach reflects wider changes in infrastructure workforce delivery, where traditional transactional labour supply has evolved into strategic partnerships that focus on workforce planning, resourcing, training, compliance and continuous improvement. Through collaborative labour desk and Collaborative Service Provider (CSP) models, suppliers can work together around shared client objectives, bringing greater visibility, accountability and consistency to complex frameworks, joint ventures and alliance environments.

Major infrastructure programmes often involve complex supply chains, multiple stakeholders and significant, regular workforce requirements, so a collaborative approach is particularly valuable. ASSURE provides a clear structure for how to manage relationships, communication, performance, compliance and improvement, and combines strong account management with transparent reporting, defined escalation routes and adaptable service models.

In this way, we can help clients maintain control while benefiting from a flexible, collaborative workforce solution that is designed around their operational needs.

ASSURE in practice

The principles behind ASSURE are already being applied across some of the UK's largest and most complex infrastructure programmes. On the HS2 Main Works Civil Lots S1 and S2 project, delivered by the Skanska Costain Strabag Joint Venture (SCS), MSSI has provided labour supply services since 2019, supporting workforce planning, recruitment, safety, compliance and community engagement objectives. Through collaborative working, shared performance measures and a focus on continuous improvement, we have helped maintain a skilled workforce while supporting wider project outcomes including apprenticeships, local employment initiatives and social value commitments.

Similarly, on the HS2 C2/C3 sections for EKFB, MSSI operates as part of an integrated labour desk model, working alongside delivery partners to provide a safe, compliant and diverse workforce. Dedicated resourcing teams, long-term workforce planning, collaborative KPI management and close community engagement have enabled us to meet project demands while supporting local skills development and employment opportunities.

These projects demonstrate how ASSURE moves beyond traditional labour supply, creating collaborative partnerships built on accountability, transparency, performance management and continuous improvement.
